Refuses to connect to camera

My Snapchat refuses to connect to my camera. The camera app is working fine but every time I pull it up or scroll over past it; it tries to tell me that I need to allow access. I have allowed access in every way yet it continues to deny that it has it.

i need to take pictures about Snapchat, v10.14.1.0
